Surreptitious Sales
Apartment management didn't explicitly tell me not to put out flyers any more, they said, "Please go around and pick up the ones that are still out there. We don't want to advertise which apartments are vacant." Those clips they put next to all of our doors keep calling me. They look so...empty...lonely...unfulfilled...
In addition to the big Avon brochures I buy every two weeks, I'm usually sent several smaller brochures full of discounted products. Sometimes it's 10, sometimes 30, twice they sent me 100 of these for no additional charge. The temptation is too much. One building at a time, starting with mine, I'll put these out in the evening and remove the unclaimed ones that are still out in the morning.

Sounds like a good plan to me.
why don't you get the voter register from the local library. They can surely do it by address. Then you wont be putting expensive leaflets where there are no women. You need to think like that, pennies add up afterall. And you aren't working for Avon.
Further it might be an idea to cost out those flyers. It may just be better to print them yourself.

It's not just the initial advertising cost I have to consider, but the return on that investment.
I did print a bunch of my own flyers. It was expensive and only generated one order. The brochures, which are usually 150-200 pages, cost $19.55 for 100 and generate far more sales for me. Once I find the customers, they usually reorder.
I can buy 10 for $5.90 if I don't think I'll be doing much customer hunting during that campaign, or already have a bunch from previous campaigns. I can order from 3 at a time and will even honor prices from expired brochures to gain a new customer.

Put books at nail and spa places. See if you can also put that at hair salons too.
